Ministry of Foreign Affairs Takes Action: Enhancing Transparency and Consistency in Consular Affairs for Imprisoned Pakistani Citizens.
Here is the total number of Pakistanis imprisoned abroad. In a recent meeting of the Senate Standing Committee on Human Rights, chaired by Senator Waleed Iqbal, officials from the Ministry of Foreign Affairs provided an update on Pakistani citizens imprisoned worldwide. Despite the concerning number of 23,456 Pakistanis currently incarcerated abroad, the meeting highlighted proactive measures being taken to support these individuals.
The Ministry of Foreign Affairs revealed that out of the total imprisoned Pakistanis, 15,587 have been convicted, while over 7,000 are awaiting trial in various countries. Notably, efforts are underway to ensure legal assistance and support for those facing trial abroad.
Among the countries with the highest number of Pakistani prisoners, Saudi Arabia tops the list with 12,156 individuals, followed by the United Arab Emirates with 5,292. Despite challenges, the Ministry of Foreign Affairs remains committed to advocating for the rights and welfare of Pakistani citizens detained overseas.
Furthermore, the officials briefed the committee on Pakistan’s agreements with 11 countries for the exchange of prisoners, including key partners such as China, Saudi Arabia, and the United Arab Emirates. These agreements aim to facilitate the repatriation and reintegration of Pakistani nationals serving sentences in foreign prisons.

Responding to the committee’s directives, the Ministry of Foreign Affairs will publish details of prisoner transfer agreements on its website, promoting transparency and accountability in consular affairs. Additionally, a uniform consular protection policy will be formulated within 90 days, ensuring consistent support for imprisoned Pakistani citizens across different jurisdictions.
Despite the challenges posed by the large number of Pakistanis imprisoned abroad, the proactive efforts of the Ministry of Foreign Affairs and the Senate Standing Committee on Human Rights reflect a commitment to safeguarding the rights and well-being of Pakistani nationals worldwide.
