In a major move affecting car buyers across Pakistan, the federal government has approved the Amended Finance Bill Hikes Prices on Almost Every Car through the implementation of a new Climate Support Levy (CSL) under Budget 2025–26.
The CSL, which replaces the earlier proposed NEV Adoption Levy, directly targets internal combustion engine (ICE) and hybrid electric vehicles (HEVs), while exempting fully electric vehicles (EVs) and plug-in hybrid electric vehicles (PHEVs) capable of covering at least 50 kilometers on battery alone.
The Federal Board of Revenue (FBR) has yet to officially notify the levy through an SRO, but officials confirm that the notification will follow shortly.
The CSL introduces a one-time tax on vehicles that generate tailpipe emissions.
It applies to all new internal combustion engine (ICE) and hybrid vehicles, while fully electric vehicles (EVs) and plug-in hybrid electric vehicles (PHEVs) capable of traveling more than 50 kilometers on battery alone are exempt.
The levy rates are structured as follows:
- 1 percent for vehicles up to 1300cc
- 2 percent for vehicles between 1301cc and 1800cc
- 3 percent for vehicles above 1800cc

Many consumers initially expected the government to exempt hybrids under clean vehicle incentives. However, officials clarified that HEVs don’t qualify as NEVs because they can’t travel long distances using only battery power. As a result, buyers will now pay more for popular hybrids such as the Toyota Corolla Cross HEV, Haval H6 HEV, and Kia Sportage Hybrid.
What Buyers Should Expect Next
Since the government promotes the CSL as an environmental step, the new levy raises the upfront cost of owning conventional vehicles in Pakistan.
Because of this, many buyers may now choose fully electric vehicles (EVs) and plug-in hybrids (PHEVs), which stay exempt from this tax.
Industry experts believe this shift could push more consumers toward greener options as they compare long-term savings with the rising cost of traditional cars.
