India Operating Terror Network in Pakistan: DG ISPR. Inter-Services Public Relations (ISPR) Director General (DG) Lt Gen Ahmed Sharif Chaudhry on Tuesday presented “irrefutable” evidence of Indian-sponsored terrorism in Pakistan, days after New Delhi accused Islamabad of the Pahalgam attack in Indian-occupied Jammu and Kashmir (IIOJK).
At the start of the presser, the ISPR DG said that the press briefing was being held today to provide details to the local and foreign media regarding the ongoing situation regarding “a specific situation”.
Lt Gen Chaudhry said that “India is involved in state-sponsored cross-border terrorism against Pakistan” after tensions escalated between New Delhi and Islamabad following the Pahalgam attack.
He added that “it has been seven days since the Pahalgam attack, not a single piece of evidence has been provided to substantiate the baseless allegations levelled against Pakistan.”
The DG ISPR said that India has been found to be operating terror networks inside Pakistan, providing explosives, IEDs and other lethal materials to terrorists with the intention of targeting not only security forces but also innocent civilians.
He added that “this incontrovertible evidence is only a small part of the wider pattern of state-sponsored terrorism by India.”
New Delhi has linked Islamabad to the attack without any evidence and has taken punitive measures to downgrade ties, including suspending the Indus Waters Treaty, cancelling visas of Pakistanis, and closing the Wagah-Attari border crossing.
Pakistan has responded by expelling Indian diplomats and military advisors, cancelling visas of Indian nationals except Sikh pilgrims, and closing the main border crossing on its side.
Islamabad has also denied any involvement in the attack and has offered to participate in a credible and transparent investigation.
With Defence Minister Khawaja Asif warning that the tensions could escalate into an “all-out war”, the United Nations has urged Pakistan and India to exercise “maximum restraint” to ensure that the situation and developments do not deteriorate further.
A day earlier, the New York Times reported that India was actively seeking global support not to defuse the situation but to strengthen its case for possible military action.
Despite limited concrete evidence linking Pakistan to a direct attack, the publication said the prospect of a destabilising clash between the two nuclear-armed neighbours is increasingly worrying.
‘Irrefutable evidence’
Lt Gen Chaudhry today gave details of the Indian-sponsored terror operation, saying that an Indian-trained terrorist suspect was arrested near the Jhelum bus terminal on April 25. Security forces recovered two and a half kilograms of explosives from the Jhelum bus stand during the operation.
The suspect, identified as Abdul Majeed, was arrested near Jhelum and an Indian drone recovered from his possession was recovered from his residence. In addition, Rs 1 million in cash was also seized from his house.
Forensic analysis of the suspect’s mobile phone revealed contacts with contacts in India, including direct communication with an Indian Subedar named Sukhwinder.
The DG ISPR further said that India is providing explosives to terrorists inside Pakistan for attacks on both civilians and security personnel.
He further revealed that intercepted communications have revealed that four Indian military officers are involved in terrorism-related coordination. According to the ISPR, these officers include Major Sandeep Verma, Subedar Sukhwinder, Havaldar Amit and a soldier.
According to the DG ISPR, the Indian handlers were instructing the terrorists to “kill civilians in Pakistan” and “carry out attacks so that the world considers Pakistan a hub of terrorism.”
He added that the handlers also sent videos showing how to make bombs.
The chief military spokesperson said that Major Sandeep confessed to planning terrorism from Balochistan to Lahore. On November 22, Subedar Sukhwinder guided Abdul Majeed to recover an IED and a destroyed drone near Head Marala.
On November 30, Majeed planted an IED on a military vehicle in Jalalpur Jattan, resulting in the martyrdom of four people. After completing the task, he received Rs 656,000.
On March 18, Major Sukhwinder provided the location of another IED near Kotli. The next day, school children spotted a suspicious bag in the area. An army unit retaliated and recovered a bomb from the scene.
After the bomb was recovered in Kotli, the Indian media falsely claimed that five bombs had been discovered in Indian Illegally Occupied Jammu and Kashmir (IIOJK), which the DG ISPR termed as blatant propaganda.
On April 22, 2025, Sukhwinder delivered another IED near Nadala. The ISPR chief added that the next day, he instructed Majeed to carry out a bomb attack at a local bus stand.
