Islamabad: The Senate Standing Committee on Finance has approved a proposal to bar non-filers from traveling abroad, here on Saturday.
As per the details, this decision, led by Senator Salim Mandviwala, is an important step to ensure accountability and enforcement of tax laws.
The Federal Board of Revenue (FBR) Chairman outlined the stringent measures to be implemented against non-filers under the Income Tax General Order. Notably, exemptions will be given to persons traveling for Hajj and Umrah, minors, students and overseas Pakistanis (NICOP) holders.
Broad implications for non-filers 2024
Apart from travel bans, non-filers will also face stiff penalties, including disconnection of their mobile SIM, electricity and gas connections. Senator Farooq H Naik emphasized the seriousness of these measures, likening them to being placed on the Exit Control List (ECL), which prevents individuals from leaving the country.
Naik also pointed out that non-filers are already subjected to higher withholding tax rates, and now their essential services and business operations may be at risk of being suspended.
Targeting high-income thieves
Chairman FBR revealed that the list of non-filers includes around 500,000 people with annual income of more than Rs 20 lakh. These individuals had earlier declared their income but later failed to file tax returns. Additionally, those who file tax returns for temporary acquisition of assets such as vehicles, plots or houses will face additional scrutiny and additional taxes.
