Taxes on Petrol & Diesel in Pakistan (November 2025). The government of Pakistan has announced new fuel prices for the second half of November 2025. Petrol prices will stay the same, but high-speed diesel will go up by six rupees per litre. These changes are mainly due to adjustments in the petroleum levies.

Earlier in August, the ECC had approved petroleum levy recovery framework for Cnergyico.

For petrol, the government has increased the levy by 1.60 rupees per litre, making the total levy 79.62 rupees. Despite a small drop of 1.63 rupees per litre in the ex-refinery price, this increase in the levy keeps the retail price steady at 79.62 rupees per litre.

For diesel, the levy has been reduced by 1.60 rupees per litre, lowering it to 75.41 rupees. This reduction helps to ease the burden on consumers, even though the ex-refinery price of diesel went up by 9.66 rupees per litre. After adding freight charges and dealer margins, the retail price of diesel has increased by six rupees per litre for this fortnight.

The government says these adjustments are aimed at balancing rising fuel costs while trying to protect ordinary consumers from sharp price hikes, especially in diesel.
