Why Health Ministry is not satisfied with ED PIMS performance? Federal Ministry for Health has asked the Prime Minister Office (PMO) to appoint Executive Director (BS-21) PIMS.
The health ministry is not satisfied with performance of Executive Director of Pakistan Institute of Medical Sciences (PIMS).
According to the available letter with “FactFile” for the appointment of Executive Director (Bs-21), PIMS Islamabad.
Earlier, the government had given additional charge of executive director (ED), Pakistan Institute of Medical Sciences (PIMS) to (Professor of Anesthesia).
With the approval of the competent authority the secretary National Health Services – Professor of Anesthesia (BS-20), had assigned the charge of ED (BS-21) PIMS in addition to his own duties till the availability of a regular incumbent.
PIMS is a premier hospital for the twin cities with objective to provide tertiary level patient care services and referrals.
PIMS is an attached department headed by Executive Director (BS-21). The post of Executive Director (BS-21) is to be filled 80% by promotion and 20% by initial appointment in terms of Recruitment Rules S.R.0.548(11/2003 dated 16 June 2003 (Annex-1).

According to a letter, the Health Ministry is not satisfied with the performance of Professor of Anesthesia, who is working as ED PIMS on look per basis.

Furthermore, look after arrangement is not appreciated by various courts of law and is not encouraged by the governing rules as ED can’t exercise financial and executive powers.
At present no capable and suitable officer of BS-20 and BS-21 1 in the medical-administration cadre in PIMS therefore officers of clinical cadre may be for post of ED PIMS as a stop gap arrangement till availability of regular incumbent.
In view of above. following panel of the officers of PIMS, in under of serenity -). excluding the incumbent, is submitted for consideration for appoints executive Director (BS-21), PIMS.
Approval of the Prime Minister is solicited to appoint Executive Director (BS-21).
